IRC Pakistan Grants Manager - FATA

The Grants Manager will be responsible for assisting the Grants Coordinator in managing sub-agreements with local partners and the projects small grants program, including sub-award management, disbursement of funds, partner assessments, compliance assurance, and capacity building.






RESPONSIBILITIES:
  • Maintain the proposals, grants, report and assessments/evaluation tracking systems;
  • Assist Grants coordinator in Grants Solicitation.
  • Ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring; 
  • Provide support to Grants Coordinator to monitor and facilitate compliance of programs with USAID and IRC commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for waivers/derogations, etc.
  • Work with the Grants Coordinator in needs assessments, data collection, and needs assessment reporting as necessary to feed into project design;
  • Assist with all internal and external reporting, ensuring high-quality, well-written and timely reports meeting USAID and IRC requirements.
  • Work closely with the Grants Coordinator to develop and maintain standardized project sub-award administrative, monitoring, reporting  and evaluation tracking tools;
  • Assist in ensuring that project sub-award-related administrative processes and procedures are consistently implemented throughout the region ; consistent with overall project approaches, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building;
  • Work with operations and finance department in ensuring that relevant donor procurement and financial rules are followed for sub-awards;
REQUIREMENTS:
  • University or Masters degree in relevant discipline preferred;
  • Three to Five years of  work experience in sub-grant administration or finance in relief or development programs, on projects with international donor funding;
  • Strong understanding of compliance and sub-award rules and regulations for international donors such as USAID,  European Union World Bank
  • Previous experience with competitive calls for proposals, management of sub-awards, and capacity building of partner organizations;
  • Demonstrable understanding of project planning and management cycles;
  • Demonstrated monitoring and evaluation and implementation experience;
  • Abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results;
  • Strong communication skills, both oral and written;
  • Fluency in English and Urdu is required.
  • Willingness to travel (up to 50%) within region for management of sub Grants

General Qualifications/Skills

Job Description:
  • The Operations Associate shall support the position’s supervisor and fellow project colleagues in the successful implementation of all aspects of the project’s work plan and achievement of the project objective. The individual holding this position shall perform, but not be limited to, the following specific tasks: 
  • Responsible for maintaining both electronic and manual inventory file systems using Excel & Access based programs.
  • Responsible for operating Inventory Module in database
  • Receive newly procured equipment in accordance with established policy, keep track of their movement and regularly update the Master file of inventory.
  • Assign inventory numbers through data entry in to the assets register software and generate barcodes before arranging dispatch to its assigned location.
  • Responsible for presenting up-to-date reports about the inventory; as needed or as per instructions from the supervisor.
  • Provide teams with necessary info, when it is required.
  • Inform projects with update information on property regulations.
  • Responsible for logistics inventory regarding hand over / receipt of all personal assigned assets or, any other asset items.
  • Keep contact with the Finance department to update information about newly purchased items, which are considered Fixed-Assets for the project to update the inventory on regular basis.
  • Generate asset transfer notes for inventory movement and make regular adjustments in the inventory database accordingly.
  • Conduct regular physical verification of USAID property within the office location, and residences.
  • Report to supervisor about any missing and damaged inventory.
  • Timely update the list of physically checked property in offices and residences.
  • Carry out physical count of equipment to update master file on quarterly basis.
  • Ensure that all equipment movement/transfer/reassignment/disposal forms are timely and accurately filled and kept in inventory file.
  • Prepare a comprehensive Inventory List clearly segregating Lessor and Lessee equipment for offices and residences in order to ensure a clear and non conflicting hand-over process on expiration of contract.
  • Ensure that up to date information is maintained on disposed/deleted inventory file.
  • Coordinate all disposal activities with finance and projects.
  • Ensure that all relevant forms are timely filled, approved, and filed.

UNICEF Pakistan - Program Assistant

PURPOSE OF THE POST

Under the supervision of the Chief Polio Eradication Unit, assist in the planning, implementation and monitoring and evaluation of communication activities in support of the country programme.


MAJOR DUTIES AND RESPONSIBILITIES

1. Support the Communication for Development Specialist Specialist, Polio in preparing necessary project documents, correspondence and ensure its correctness. May be required to carry out specific control tasks for project implementation.

2. Arranges appointments, receives visitors, places and screens telephone calls, answers queries with discretion, responds to routine requests for information and assists in making travel arrangements.

3. Maintains and keeps current registers and control plans on the status of projects at the formulation, implementation and operational stages at Federal level and where relevant for Provincial level.

4. Maintains office records and reference files on various subjects. Carries out data entry and retrieves information.

5. Receives and screens correspondence and attaches relevant background information and alerting the supervisors on the pending deadlines.

6. Work on funds commitment, cost distribution in SAP.

7. Processes and examine the information and data in accordance with instructions received, making necessary abstracts and computations.

8. Takes notes at meetings and prepares & circulates minutes after approval.

9. Provide back up support in case of heavy workload or absence of the PA.

10. Makes monitoring trip as and when required to follow-up project progress.

11. Assist arrangements of meetings/workshops etc. organised by UNICEF



LANGUAGES
Fluency in written and spoken English. Knowledge of local languages will be an asset.

OTHER SKILLS AND ATTRIBUTES

Good negotiation and communication skill.
Ability to work effectively and harmoniously in an international and multicultural environment.
Good knowledge of computer applications required.
Good judgment, initiative, high sense of responsibility & sensitivity to different cultures
