Job Description
PURPOSE OF THE POST
Under the general supervision of the Communication for Development Specialist, responsible for the design, implementation, monitoring and evaluation of a behavior change and social mobilization strategy in support of the Polio Eradication Initiative (PEI) and immunization objectives in Balochistan. Particular focus will be on ensuring that all high risk Districts and Union Councils have communications plans in place which are based on the available epidemiological/surveillance data, campaign results and other data.

MAJOR DUTIES AND RESPONSIBILITIES
Under the guidance of C4D Specialist works in close collaboration with UNICEF, government, WHO immunization and other partner counterparts to support the development and facilitate the implementation of evidence driven communication plans of action aiming at: (a) behaviour development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in PEI programmes.
Support the C4D Specialist in the development of the overall work plan for PEI activities, monitors compliance and provides support and guidance to ensure objectives are met. This includes performance planning, monitoring and appraisal.
Provides technical support to COMNet staff in high risk Districts, to ensure communications strategies are in place in the high risk Districts and Union Councils. Plans must address the appropriate challenges based on the analysis of campaign and surveillance data in Balochistan.
Develops partnerships with individuals, groups and organizations whose support is essential to ensuring support for high risk groups of PEI, particularly achieving advocacy and communication objectives. Focus is on strengthening their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.
Monitors implementation of communication activities for PEI and other relevant issues by reviewing progress and identifying constraints through review of monitoring reports field visits, consultation with government counterparts, partner, and community and UNICEF staff in Balochistan. Responsible for producing a monthly progress report which will be shared with the supervisor. Update the Provincial Polio Control room on progress and challenges for communication.
Support the section in review of the content of mass media promotion material, Information Education and Communication Material and technical presentations.
Plan and prepare for an emergency situation.

LANGUAGES
Fluency in written and spoken English and Urdu.
Knowledge of the local working language of the duty station is an asset.
